I never cared for it myself, although when I started pastels in the early 80s it was the paper that you would be handed first at any art supply store. Once I discovered the sandpapers, I never went back. I suggest you try Wallis or UART, which you can tone this way, or look into Colourfix, which comes in a range of colors. I apply the pastel to make the color, then rub it with a foam brush, so I can use an orange pastel stick, or a bright purple, or a deep green--any color! When the Wallis sandpaper is toned I can also then easily erase away the painting using the foam brush if I want to change things.
